Reassurance on supporting communities, charities and social enterprises following the impact of Coronavirus
Foundation Scotland appreciate that the Coronavirus situation will have a big impact on communities. We know that charities, local organisations and social enterprises will play a critical support role - providing practical and emotional support, helping to mobilise local services, care for those most in need and tackle isolation.
We want to reassure you that we will do what we can to support communities.

We are open as usual – our staff are now are working from home - we are working differently, working digitally. Staff work travel has been suspended so we will hold our meetings online.
All contacts including telephone numbers and email addresses will remain the same. Please just continue to contact our staff through these means. Our IT systems enable us to work from home with no risk to data security and ensure there is limited disruption to services.

Please continue with grant applications – however please scan and email in any supporting documents. Our offices are closed for the time being, and we cannot receive mail – so please do not post any supporting documents. If you don’t have a scanner an option is to download a scanner app onto your smart phone – this uses the camera function to scan the document and convert it into a PDF for e-mail.

We aim to be as helpful as possible over the coming weeks - so our grantees can focus on supporting communities. Alongside continuing to deliver all our community funds and published grant-making programmes, we are taking the following steps:

  1. Relaxing deadlines for monitoring reports
  2. Increasing mentoring and support for grantees and investees
  3. Establishing payment holidays for social enterprises supported with loans
  4. Increasing cash flow support loans to social enterprises
  5. Planning to introduce rolling deadlines for some place-based Funds for those delivering any projects that address immediate community needs in light of the Coronavirus
  6. Working with other funders to pool resources
  7. Working with local community organisations and umbrella groups to gather information about local needs and how best to support these
  8. Establishing a Community Resilience and Recovery Fund
  9. Giving our staff paid time to work flexibly so that they can care for loved ones and also volunteer and support activity in their local community dealing with needs arising from the Coronavirus

Barr Community Fund

Background

The Barr Community Fund is funded by SSE community benefit funding from the Hadyard Hill wind farm in South Ayrshire and Falck Renewables from its Assel Valley wind farm also in South Ayrshire. The fund supports projects located within or directly benefiting the community area of Barr.

The Fund has been established by Barr Community Council, with the aspiration that both the funds benefitting the Barr area can be administrated through this single structure.

The Barr Community Fund Advisory Panel decides on grant awards from the fund. The Panel is made up of two community councillors and local volunteer members from the community council area of Barr.  Fund administration is provided by Foundation Scotland, a national grant-making charity. The Foundation receives and processes applications and works with the Panel to award grants.

Hadyard Hill fund income comprises fixed annual payments, with around £30,000 provided each year.  Assel Valley income comprises index-linked annual payments, with around £33,000 provided each year, however, amounts available vary from round to round as awards are made.  Current information can be obtained by contacting Foundation Scotland's South of Scotland office.

Making A Difference

Barr Community Fund will support charitable activities that support the rural regeneration and sustainability of Barr.

 Awards can support a wide range of costs and activities including equipment costs, running costs for local groups, staff or sessional worker costs, consultations, maintenance or refurbishment of community facilities etc.

As well as demonstrating a fit with the requirements outlined above, priority for awards can be given to projects that address the following additional criteria.

  • Making a difference: That consideration is given to how the project may address either or both themes of building/supporting community leadership and enabling communities to take ownership of and/or develop assets. 
  • Match funding: That other possible funding sources for the project have been explored. This might include applicants raising some funds through their own fundraising efforts. The fund should not displace funding that could be obtained from other sources, but should help lever-in additional funds if possible. Additionally it should not reduce community-based groups’ commitment to organising local activities that contribute to a vibrant community calendar and promote community spirit. Ideally, applicants can demonstrate that a percentage of the total project cost will be sourced from other funding sources, including the applicant organisation itself, which might be in a position to contribute to the project cost. 
  • Local procurement: That local suppliers will be used for the provision of goods and services, where appropriate (e.g. in terms of quality of products / services available) and feasible (in terms of availability and cost). (‘Local’ will vary depending on the nature and availability of the item/service in question. In some cases it could be taken to mean within Carrick and the surrounding area, but in others South Ayrshire or indeed the South of Scotland might be most appropriate).
  • Care for our environment: That consideration has been given to minimising the environmental impact of projects and reducing the applicant organisation’s ‘carbon footprint’. 
  • Local consultation: That the organisation has consulted an appropriate number of the intended beneficiaries of the project and can demonstrate local support for the proposal.
  • Partnership working: That the organisation has considered whether delivering their project in partnership with other organisations / groups will add value (financial, capability, or other). This could involve working with voluntary, private or public sector bodies that operate at local, regional or national level. 

Exclusions

Awards cannot support the following types of activity:

  • The advancement of religion or party politics (including requests to support the core activities of religious or political groups)
  • Activities understood to be the primary responsibility of statutory authorities
  • Projects benefiting primarily residents outwith the Area of Benefit (determined by the Community Council boundary)
  • Activities contrary to the interests of the community or any of the companies or donors contributing to the fund
  • Activities likely to bring SSE, Falck, the fund, Foundation Scotland, the community or any companies or donors contributing to the fund into disrepute
  • Anti-renewable energy or anti-windfarm activities
  • Retrospective funding (i.e. paying for costs incurred before a decision on an application to the fund can be made)
  • The repayment of loans or payment of debts.
  • Costs towards any element of overseas trips that are not part of a recognised Twin Town arrangement.

For grants under £10,000, please apply online or by downloading the standard application form.

There is a two-stage application process for larger grants, with an initial outline proposal required using a Large Grant Enquiry Form. The Panel will review the proposal and then agree whether or not to invite a full application. Please be aware large applications will usually take longer to process, as they may be considered across two Panel meetings. Please note that applications in excess of £25,000 are unlikely to be supported, except in exceptional circumstances.
